Bhutan is rated Sufficient. It reported that its forests captured significantly more carbon than Bhutan emitted in all other sectors. Bhutan is already carbon neutral and pledged to stay carbon neutral. However, most recent and future emission values are not available and the estimates provided for 1990, 1994 and 2000 could not be verified. If more recent emission estimates were available, Bhutan could be rated Role Model.
Bhutan pledged its "intent to ensure that our emissions do not exceed our sequestration capacity." This may include increasing emissions but also enhancing sequestration capacity. Several policies and measures are planned. About 51% of Bhutan's land area is planned to become e.g. national parkland or other protected areas.
