Ukraine

Ukraine has announced its net zero target by 2060 in its revised NDC and its ‘National Economic Strategy until 2030’ approved by the Cabinet of Ministers in March 2021 (The Government of Ukraine, 2021).

The announcement to date lacks detailed information on all assessed elements but target year, scope and legal status. Therefore, the CAT currently does not give an overall evaluation of Ukraine’s net zero target given the preliminary nature and a lack of more detailed information. The CAT will do so once further information will be communicated by the government.

Scope

• Target year – Ukraine aims to reach net zero by 2060.
• Emissions coverage – The target covers all GHG emissions (i.e., the 7 Kyoto gases: CO2, CH4, N2O, HFCs, PFCs, SF6, NF3) and all sectors of the economy (excluding international bunkers)
• International aviation and shipping – Ukraine provides no information on its intention to cover international aviation and shipping.
• Reductions or removals outside of own borders – Ukraine provides no information on its intention to use international offset credits to meet its net zero target.

Target architecture

• Legal status –Ukraine included its net zero target in its revised NDC and in its ‘National Economic Strategy until 2030’ approved by the Cabinet of Ministers in March 2021 (The Government of Ukraine, 2021). The net zero target is not covered in Ukraine’s Long Term Strategy (The Government of Ukraine, 2017).
• Separate reduction & removal targets – Ukraine provides no information on its intention to communicate separate emission reduction and removal targets.
• Review process – Ukraine provides no information on its intention to establish a review cycle for its net zero and intermediate targets.

Transparency

• Carbon dioxide removal – Ukraine provides no information on its intention to communicate transparent assumptions on carbon dioxide removals.
• Comprehensive planning – As of now, Ukraine does not provide any underlying government or government endorsed pathways, nor does it specify measures and actions to achieve net zero. The ‘National Economic Strategy until 2030’ solely maps out strategic objectives and goals for some sectors until 2030.
• Clarity on fairness of target – Ukraine provides no information on its intention to explain the target’s fairness.
