Greenhouse gas emission inventories for 1990-2020 are based on the National Inventory Report 2022 submitted to the UNFCCC (Government of Norway, 2022).

The NDC and long-term target were calculated from the most recent national inventory submissions.

We use the latest emissions projections under current policies submitted by Norway to the European Environment Agency (EEA) in 2021 harmonised to actual 2020 emissions from Norway’s official GHG emissions inventory submitted to the UNFCCC. The 2021 EEA projections under current policies include the impact of the COVID-19 pandemic.

The CAT uses Global Warming Potential (GWP) values from the IPCC’s Fourth Assessment Report (AR4) for all figures and time series. Assessments completed prior to December 2018 (COP24) used GWP values from the IPCC’s Second Assessment Report (SAR).
