Net zero targets
Summary
We evaluate the net zero target as: Target information incomplete.
Argentina has announced its aim to set a net zero CO2 target (“carbon neutrality”) by 2050 in its Second NDC of 2020 (Ministerio de Ambiente y Desarrollo Sostenible, 2020). The Government of Argentina is expected to provide more information as part of their submission of a Long-Term Strategy (LTS) at COP26. An assessment of the net zero target remains impossible given the preliminary status of net zero announcement to date.
Ten key elements
Scope
- Target year – Argentina aims to reach net zero by 2050.
- Emissions coverage – Argentina announced to commit to “carbon neutrality” by 2050, both in its Second NDC and in the National Mitigation and its Adaptation Plan to Climate Change (Ministerio de Ambiente y Desarrollo Sostenible, 2020; Secretaria de Ambiente y Desarrollo Sustentable, 2019). For this reason, the CAT currently assumes Argentina’s target currently only covers CO2 emissions.
- International aviation and shipping – Argentina provides no information on its intention to cover international aviation and shipping.
- Reductions or removals outside of own borders – Argentina provides no information on its intention to use international offset credits to meet its net zero target.
Target architecture
- Legal status – Argentina announced their net zero target at the UN Climate Ambition Summit in December 2020 and reiterated the commitment in their Second NDC submitted later the same month (Ministerio de Ambiente y Desarrollo Sostenible, 2020). Argentina has not submitted an LTS to the UNFCCC as of August 2021. In its Second NDC, Argentina announced to publish a Long-Term Strategy (LTS) at the COP26 including a net zero target, however, does not currently provide any further specifics or technicalities.
- Separate reduction & removal targets – Argentina provides no information on its intention to communicate separate emission reduction and removal targets.
- Review process – Argentina provides no information on its intention to establish a review cycle for its net zero and intermediate targets.
Transparency
- Carbon dioxide removal – Argentina provides no information on its intention to communicate transparent assumptions on carbon dioxide removals.
- Comprehensive planning – As of now, Argentina does not provide any underlying government or government endorsed pathways, nor does it specify measures and actions to achieve net zero.
- Clarity on fairness of target – Argentina provides no information on its intention to explain the target’s fairness.
Good practice
The Climate Action Tracker has defined the following good practice for all ten key elements of net zero targets. Countries can refer to this good practice to design or enhance their net zero targets.
