About the CAT Climate Target Update Tracker

Governments already knew at the time the Paris Agreement was adopted in 2015 that the level of emissions cuts proposed in their national targets (or nationally determined contributions (NDCs)) would be insufficient to limit warming to 1.5˚C and thus agreed to update those targets by 2020. At COP26 (November 2021), it was clear that the updated targets were still falling short and would, at most, limit warming to 2.4˚C, almost a full degree above the Paris temperature limit. Governments decided to give themselves another year and agreed to ‘revisit and strengthen’ their targets further in 2022.

The Climate Action Tracker is tracking these updated targets and, for the 40 countries we analyse, will provide a detailed analysis on how much of an improvement each updated target is, and how much it is aligned to the goals of the Paris Agreement. Countries that are not part of the 40 CAT countries and that put forward or propose updated targets for 2030 will be listed, but not analysed.

The ever-increasing list of countries with net zero targets is encouraging. However, stronger targets in 2030 are needed in order to put the world on a path to net zero.

** NOTE: In June 2022, we updated the data source for calculating the percentage coverage of global greenhouse gas emissions and population through NDCs. We also changed the reference year from 2015 to 2019. As a result, there is a difference in the archived 2021 version of the tracker shown on this page, and the version previously on this website in terms of the share of global GHG emissions covered by new NDC submissions. Using the old data set and 2015 as a reference resulted in 90.9% of global GHG emissions covered by NDCs. The change in the population data in minor – using the previous approach the share of global population covered was 71.7%.

*** NOTE: Turkey ratified the Paris Agreement on 11 October 2021 and submitted its 2015 INDC target to the UNFCCC NDC registry at that time. We do not consider this to be an updated NDC submission and it is not reflected in our numbers. Turkey should submit an updated NDC target as soon as possible.
