Summary

We evaluate the net zero target as: Target information incomplete.

Argentina has announced its aim to set a net zero CO2 target (“carbon neutrality”) by 2050 in its Second NDC of 2020 (Government of Argentina, 2020b). The Government of Argentina was expected to provide more information as part of their submission of a Long-Term Strategy (LTS) at COP26. However, as of September 2022, the government has not published further information, nor submitted any documents to the UNFCCC.

The CAT currently does not evaluate Argentina’s net zero target given the preliminary nature and a lack of more detailed information. We will do so once further information is communicated by the government.

Ten key elements

Scope

  • Target year – Argentina aims to reach net zero by 2050.
  • Emissions coverage – Argentina announced to commit to “carbon neutrality” by 2050, both in its Second NDC and in the National Mitigation and its Adaptation Plan to Climate Change (Government of Argentina, 2020b; Secretaria de Ambiente y Desarrollo Sustentable, 2019b). For this reason, the CAT currently assumes Argentina’s target currently only covers CO2 emissions.
  • International aviation and shipping – Argentina provides no information on its intention to cover international aviation and shipping.
  • Reductions or removals outside of own borders – Argentina provides no information on its intention to use international offset credits to meet its net zero target.

Target architecture

  • Legal status – Argentina announced their net zero target at the UN Climate Ambition Summit in December 2020 and reiterated the commitment in their Second NDC submitted later the same month (Government of Argentina, 2021; Secretaria de Ambiente y Desarrollo Sustentable, 2019b). Argentina has not submitted an LTS to the UNFCCC as of September 2022. In its Second NDC, the government announced it would publish a Long-Term Strategy (LTS) at COP26 including a net zero target. This, however, has not materialised.
  • Separate reduction & removal targets – Argentina provides no information on its intention to communicate separate emission reduction and removal targets.
  • Review process – Argentina provides no information on its intention to establish a review cycle for its net zero and intermediate targets.

Transparency

  • Carbon dioxide removal – Argentina provides no information on its intention to communicate transparent assumptions on carbon dioxide removals.
  • Comprehensive planning – As of September 2022, Argentina does not provide any underlying government or government endorsed pathways, nor does it specify measures and actions to achieve net zero.
  • Clarity on fairness of target – Argentina provides no information on its intention to explain the target’s fairness.

Good practice

The Climate Action Tracker has defined the following good practice for all ten key elements of net zero targets. Countries can refer to this good practice to design or enhance their net zero targets.
